DearSirs,

 

Wehavethepleasuretoforwardtoyouthiscorrespondencerelatingto theathletes’participationinSWIMMINGcompetitionsatthe15thFINA WorldChampionshipstobeheldinBarcelona(ESP)on19July–4

August2013.

 

AsitwasdoneforShanghai2011,aqualifyingprocedurewithAandB

standard time will be implemented for Barcelona 2013.

.

Pleaseseetheinformationbelow:

 

1.     FINA“A”& “B”SWIMMING QUALIFYINGTIME STANDARDS

 

If a National Federation enters onlyone (1) swimmer per event all swimmers entered must meet the qualifyingBstandardtime.Iftwo(2) swimmers are entered in the same event, both of them must meet the qualifyingAstandardtime.

 

Federationsmayenterswimmersregardlessofstandardtimeasfollows:

 

#        havingnoswimmerqualified:two(2)menandtwo(2)women;*

#havingone(1)ortwo(2)  swimmersqualified,additionalswimmers uptoamaximumoffour(4)swimmers (two (2) men and two (2) women);*

#havingthree(3)swimmersqualifiedone(1)additionalswimmer providedthatbothgendersarerepresented.*

 

* Note – Please refer to newFINA Rule BL 9.3.6.2

 

Swimmersenteredwithoutqualifyingtimemusthaveparticipatedinthe National Championships of the Federation. These swimmers will be allowedtoenterintwo(2)eventseach.


 

 

–  Relays:  4x100m  Freestyle,  4x200m  Freestyle,  4x100m  Medley  – Men & Women.

–  EachMemberFederationmayenteronlyone(1)teamineachrelay event

2.  QUALIFYINGPERIOD

 

Theswimmingqualifyingtimestandardsmustbeobtainedatanyofthe competitionsspecifiedbelow during the following period:

 

Qualificationperiod:01July2012–01July2013

 

 

 

3.       QUALIFYINGEVENTS:

 

•        ContinentalChampionships2012and2013

•        InternationalCompetitions,to be approved in advance by FINA

•        NationalCompetitions,tobeapprovedinadvancebyFINA

 

Only swimming qualifying times achieved at competitions approved by FINA canbeacceptedasentrytimesforthe15th  FINAWorldChampionships- Barcelona 2013.

 

 

 

4.       APPLICATION FOR QUALIFYING EVENTS

 

If your Federation will organise an International Competition or a National QualifyingMeetwheretheswimmerscouldachievetheFINA“A”and“B” Qualifying Standard Times, please fill out the attached “Application Form” and return it to the FINA Office in Lausanne (SUI) as soon as possible but no later than 31stDecember2012.

 

PLEASE NOTE THAT NOAPPLICATION FOR A NATIONAL AND/OR INTERNATIONAL COMPETITION WILL BE CONSIDERED AFTER THE DEADLINE.

 

We would like to draw yourattentiontothefollowing:

 

–   it   is   very   important   to   indicate   on   the   “Application   Form”   the INFORMATIONONTHETIMINGSYSTEMtobeusedatthecompetitions to be organised by the National Federations where the swimmers could achievetheFINA“A”and“B”Qualifying Standard Times.

 

FINAwill  ONLYrecognisetheswimmingcompetitionswhererefereesand starters included on the FINA Swimming Officials Lists N° 15 and N° 16 are officiating for the competitions heldin2012andFINA Swimming Officials Lists N° 16  and N° 17 for thecompetitions held in 2013.

 

– In order for FINA to endorse the Swimming Qualifying Time Standards achieved at approved competitions, the National Federation / Organiser mustsendtotheFINAOfficeinLausanne(SUI)theofficialresultsinan


electronic file (either Lenex or Hy-Tek cl2/sdif)IMMEDIATELYAFTER THE CONCLUSION OF THE COMPETITION.The results are to be loaded directly into the rankingsdatabase as explained in the attached document – “Federation Online Submission to FINA for Swimming Events”.

BL 9.3.6 Swimming

 

BL9.3.6.1ForeachindividualeventattheWorldChampionships,the FINA Bureau will establish Standard Entry Times in two levels: “A” and “B”, of which “B” shall be easier to achieve. Standard Entry Times can only be achievedincompetitionsapproved for that purpose by FINA.

For each individual event at the World Championships, each National Federation may enter a maximum of two (2) competitors. To enter two swimmers in the same event, both of them must have achieved the “A” Standard Entry Time. To enter one swimmer in an event, the competitor must have achieved at leastthe “B” Standard Entry Time.

 

BL 9.3.6.2 At the World Championships, National Federations may enter swimmers who have not achieved either Standard Entry Time as follows:

•Withnoswimmerswhohaveachievedthe“A”or“B”StandardEntry Time:NationalFederationsmayenteruptothree (3) swimmers, not all of whomareofthesamegender  four(4)swimmers,two(2)menandtwo(2)women.

 

•Withonlyone(1)  ortwo(2)swimmerswhohasachievedthe“A”or“B” Standard Entry Time: National Federationsmayenteruptotwoadditional swimmersamaximum of four (4) swimmers (two (2) men and two (2)women).,aslongasalloftheswimmersarenotofthesamegender  andwiththree(3)swimmerswhohave achieved the “A” or “B” Standard Entry Time, one (1) additional swimmer provided thatboth genders are represented.

 

•TheswimmerswhohavenotachievedeitherStandardEntryTimewill only be permitted to enter up to two (2) individual events each.

 

BL 9.3.6.3 At the World Championships,each National Federation may enter only one (1) team in each relay. All swimmers entered in individual events can be used in relays, even ifthey have not achieved the “B” StandardEntryTimeforthecorresponding strokeanddistanceoftherelay in which they are entered. Each National Federation may enter additional swimmers for relays only, provided that they have achieved the “B” Standard Entry Time for the corresponding stroke and distance of the relay inwhichtheyareentered.

 

The following formula shall apply:

 

•One(1)Relay-two(2)additionalswimmers

•Two(2)Relays-four(4)additionalswimmers

• Three (3) Relays – six(6)additionalswimmers

• Four (4) Relays – eight(8)additionalswimmers

• Five (5) Relays – ten (10)additionalswimmers

• Six (6) Relays – twelve (12) additional swimmers
